If you fight (playfully) the Human Torch as frequently as Spider-Man does, you have to come up with lots of ways to douse a flame. The web-water ball is one of those innovations. Spider-Man fashions his webbing into a giant sack, which can be filled with water. Then you simply toss that web-water ball in the direction of the ol' matchstick and you're all set!
