These "Komikai" are tiny reprint comics. Each one is less than two inches tall. They are so small that they were sold with a magnifying glass, and each one came with a hard-plastic protector case to save it from damage.
The Ultimate Spider-Man Komikai were sold in packs of seven, randomly intermixed with Ultimate X-Men miniature books. Fans were clearly expected to trade with their friends to complete the set.
The name for the product is clearly an inter-lingual pun on the Japanese word "komakai" meaning "small".
