After the superhero Civil War, the U.S. government launched the 'Fifty State Initiative,' a program that aimed to train and develop a superhero team for each of the country's fifty states. Americans who manifest superpowers, typically youths, are required by law to register and report for military-style training at Camp Hammond, a boot camp built in Stamford, Connecticut on the site of the explosion which sparked the Civil War.

Avengers: The Initiative is the on-going story of the camp, its instructors, and its recruits.
